He can usually be found in the Silverton Saloon. And will occasionally send letters asking you to meet with him when he requires assistance.
Throughout the storyline, Arthur Crocker hires you for several major frontier projects, including completing the Steel Bridge and finishing the railroad, which are required to unlock the Rio Bravo territory.
